One School One Country brings WorldSkills Africa to Namibian scholars

Local scholars experience a celebration of skills and cultural exchange

WorldSkills Africa Swakopmund 2022 kicked off on 28 March with a joyful Opening Ceremony. The same morning, Competitors and students from upper primary public schools in Swakopmund took part in One School One Country.

The goal of this programme is to promote skills to youth, and provide a cultural exchange between the Competitors and local Namibian students. The event, which took place at the Germina Shitaleni Multipurpose Centre in Mondesa, Swakopmund, was themed “Catch them young”.

Matching local schools with WorldSkills Africa Swakopmund 2022 participating teams, the school children were asked to research the values, traditions and culture of the country their school adopted, and the skills represented at the Competition. They then presented their learnings and performed traditional dances, many wearing traditional clothing.

The event was attended by Senior Education Officials of the Ministry of Higher Education, and representatives of the African Union and WorldSkills International.

“Youth are Africa’s greatest asset, boasting with the youngest population in the world of more than 400 million young people. One School One Country is therefore a celebration of youth and for youth; one that we will witness with pride and with hope for the future generations,” said Muvatera Ndjoze-Siririka, Acting Chief Executive Officer of the Namibian Training Authority.

“One School One Country is a way for the local schools to get involved in the Competition but also experience a unique cultural exchange opportunity with Competitors,” he added.

WorldSkills Champions Trust Representative in Africa Euphrasia Mulenga shared their memories as a young graduate and called on Competitors to learn the culture of the “Land of the Brave” and share their passion for skills.

“Be inspired. Be motivated. It is your day. It is your time,” she said inspiring the crowd of schoolchildren.

Competitors and Experts share their ambitions for WorldSkills Africa Swakopmund 2022

We interviewed participants at WorldSkills Africa Swakopmund 2022, who shared their hopes leading up to the competition.

Almost 100 Competitors from African countries across the continent will gather this week in Swakopmund, Namibia to showcase their talents on an international stage. Expectations in the second WorldSkills Africa Competition are high with young Competitors striving to be the best in their field.

For most, it is the first time travelling abroad or by plane.

“I just can’t stop thinking about it. I am excited about meeting other fellow Competitors and making contacts and friends,” said Shaimawu Yabuku Mohamed from Ghana, who will be participating in Hairdressing.

“My family is also happy because it’s a great achievement. In my school, they always use me as an example just because I represent Ghana in WorldSkills and that always makes me proud.”

Her trainer, national Expert in Hairdressing, Irene Quartey, believes that if Shaimawu wins the gold, it could lead her to represent Ghana in Shanghai later this year.

Also from Ghana, Automobile Technology Competitor Isaac Peprah admits he’s been “a bit scared.” But he acknowledges the fear has motivated him to get a better grasp of the electrical aspect of his profession, which helped him become more familiar with all the tools and ultimately gave him confidence.

For Andre Ndayishimiye, a Bricklaying Competitor from Rwanda, the biggest competition lies within himself.

“I am not looking to follow others or pull them down. I’m planning to test my own boundaries. I still have much to learn, especially about my defence in skills,” he said.

Experts and Competitors have had to adapt their training to the challenges posed by the pandemic. Some had shorter training, while others could not always work in person.

Beatha Shinana, Expert in Fashion Technology, explains how training for Competitor Petrina Lipinge started in 2021 and was mostly done online due to COVID-19.

“The Competitor and I are not from the same town, so I made arrangements for her to come to my workplace for training and gave her money to buy fabrics to go work at her grandmother’s workshop.”

“Emmanuel was trained as a metal fabricator at a VET college,” said Field Simwanda, the Expert in Welding for Zambia about Competitor Emmanuel Zuze. “We have been training him for the Welding competition for the past five months, which is a short time.”

Despite the brevity of the training, Field believes that Test Projects, as well as the modern welding equipment used in competitions, have made Emmanuel more diligent and precise in his skill, something that will benefit him in his future career.

But for all Competitors, their biggest aspiration is for WorldSkills Africa Swakopmund 2022 to raise the recognition of vocational education and training as a path to individual, as well as collective, development in Africa.

Shaimawu hopes to become a role model for people to join the field of hairdressing.

“If you have a vocational skill can take you everywhere,” she said.

Similarly, Niyigena Elie, who will be representing Rwanda in Plumbing and Heating, said that his biggest joy is seeing how happy people are after getting an installation that gives them access to water.

Makgareetsa Simon Malapane, a South Africa Competitor in Mechanical Engineering CAD, has been working in tool making and CAD for few years. He suggests that, “We can motivate a lot of people into researching about engineering, manufacturing, tool making and all other related jobs that individuals can go into.”

He also said that, “the Competition can send a strong message that there is more to life than just focusing on conventional careers. The Competition will be a platform for youth to these skills actually do exist and what are the steps to obtain those skills,” he added.

Team Refugees debuts at WorldSkills Africa Swakopmund 2022

For the first time in the history of the WorldSkills movement, a Team Refugee will compete alongside national teams.
Team Refugee, consisting of one Competitor and eight Experts, will take part in WorldSkills Africa Swakopmund 2022 this week.

Following cooperation between the ILO, the UNHCR, and WorldSkills, the pilot initiative has been facilitated by the PROSPECTS programme, an inter-agency partnership for improving the access of host communities and forcibly displaced people to employment and livelihood opportunities. It is part of efforts to bring attention to the lack of access to quality training and skills development for refugees.

“Lots of assessment that has been done across different parts that indicate that refugees are disadvantaged in that the area of training, because many countries do not allocate budget, or some countries don’t even have any mechanism to support skills development for refugees,” said Albert Okal, Regional forced displacement skills and employability specialist at the ILO.

The participation of Team Refugees sends a strong message about the role of skills in providing sustainable solutions to the plight of forcibly displaced youth. Acquiring skills allows refugees to participate in the economic dynamics of the host society and contribute to trade, businesses, and development. Quality training also contributes to the mobility of workers. They can easily join the labour market if they return to their country of origin or resettle in another country.

Travelling from Kenya with the support of the UNHCR, Jessy Inga Volonté will be competing in Web Technologies.

“I’m super excited to be part of the refugee team going to Swakopmund in Namibia to learn and also to represent many talented youths who have the skills and are looking for platforms, spaces, and opportunities to demonstrate that they can, that we can!” said Jessy.

For her, WorldSkills Africa Swakopmund 2022 is a chance to demonstrate how skilled youth can contribute to the development of their communities at home.

“The interesting and encouraging part is the inclusiveness this event contains, bringing onboard marginalized and displaced people which demonstrate unity and a clear future to not leave anyone behind,” said Jessy.

Experts from host countries Ethiopia, Kenya, and Uganda will also join the event in a capacity-building function. The Experts will learn about the WorldSkills Competition and develop their own competencies and skills, which eventually benefits both refugee and local VET students.

“Host communities often find themselves very disadvantaged as well, in terms of quality of social services such as education, health, or environment,” said Albert Okal. “Large movements of people often make it even harder for local communities to pursue their own development efforts. That’s the reason why the PROSPECTS programme extends the support to host communities.”

Malcom Magara, Principal, East African Institute of Welding, is one of the trainers attending WorldSkills Africa. Over the past year, he took part in five preparatory workshops by WorldSkills Experts. The training, he said, helped him understand the standards participants’ performance are benchmarked against.

“I ensured that participants are oriented and further trained to meet the desired criteria. I am certain that we will learn more from exposure to WorldSkills Experts. This exposure will help us further improve our current training programmes and thus the quality of candidates learning at our institute,” said Mr Magara.

With the support of the Government of the Netherlands, PROSPECTS brings together the International Finance Corporation (IFC), the ILO, the United Nations High Commissioner for Refugees (UNHCR), the United Nations Children’s Fund (UNICEF) and the World Bank. In Africa, the partnership runs skills development programmes for forcibly displaced persons in Egypt, Ethiopia, Uganda, Kenya, and Sudan.

The best ways to follow all the action at the WorldSkills Africa Competition starting on 28 March.

The coastal city of Swakopmund, Namibia, will host the second WorldSkills Africa Competition from 28 March to 2 April 2022.

The event will take place at The Dome, a national hub for sports, lifestyle, and business. Youth from across Africa will take part in a wide array of skills.

Alongside WorldSkills Africa Swakopmund 2022, the TVET Conference will also be taking place to generate knowledge, share experiences, benchmark, and innovate in skills development, as well as a Career Exhibition.

TVET Conference

29–31 March 2022

The TVET Conference will take place alongside the Competition, from 29 to 31 March. Under the theme ‘Promoting Skills Development in the 21st Century for Sustainable Economic Growth and African Ownership,’ the event will be an engagement platform for local, regional, and international TVET experts, as well as policymakers and industry.

The conference is supported by the African Union Commission (AUC), the African Union Development Agency (AUDA- NEPAD), and the German International Cooperation (GIZ), through the Skills Initiative for Africa (SIFA) programme.

WorldSkills Africa continues to grow with latest regional competition

With WorldSkills Africa Swakopmund 2022 taking place in Namibia from 28 March to 2 April, we look at some of the key milestones in the development of WorldSkills Africa.

WorldSkills Africa Swakopmund 2022 begins on 28 March with ten countries plus Team Refugees from across the African continent competing in the Namibian coastal city of Swakopmund. It will be the second WorldSkills Africa Competition, following a smaller-scale event in Kigali in 2018.

The event in Kigali featured both WorldSkills Members and non-Members and was a vital step to engage key partners such as the African Union. A year later, in 2019, both organizations signed a Memorandum of Understanding to enhance skills development in line with the WorldSkills Vision 2025 and the African Union Agenda 2063.

WorldSkills Vision 2025 recognized Africa as a priority region and called for the need for improving access to and the quality of skills development initiatives in the continent.

“If you look at Africa’s demographic structure, almost 60 per cent of the population is under the age of 25. If we don’t invest in them and help them acquire skills, we will lose a golden opportunity. Those young people cannot wait,” says San-Quei Lin, Board member, Strategic Development for WorldSkills.

WorldSkills Africa has been developed through capacity building, the One Country One African Friend programme, and establishing it as a regional organization supported by the African Union and WorldSkills.

“Each African country has their own TVET system, and we can help them through skills promotion and capacity building that are inclusive and demand-driven. Resources and support from other Members and Global Partners are also important for enabling them to use the power of skills to transform their countries,” added Mr Lin.

The partnership supports the African Union’s objective to counter negative perceptions of TVET in the continent and help build stronger skill ecosystems.

“This is one of the most important partnerships in skills development on the continent. Through the engagement of different countries in skill competitions, it is expected that TVET will be considered crucial for the development of the skills for employment and contributing to the prosperity of the countries,” said Nicholas Ouma, Senior Youth Advisor, Education, Science, Technology & Innovation Department at the African Union.

In preparation for WorldSkills Africa Swakopmund 2022, a series of virtual capacity-building workshops focusing on occupational standards, skills training, and skills competition management took place from September 2020 to February 2022. This was complemented with mentorship between WorldSkills International Experts and national Experts.

WorldSkills Korea’s Capacity Building Centre and WorldSkills Chinese Taipei’s Capacity Building Centre have been actively engaged in supporting skill development in various ways, including the production of skills video training for Experts, webinars and workshops, and online consultation.

WorldSkills Belgium, Brazil, China, France, and Germany have also provided specific assistance through the One Country One African Friend programme. Brazil cooperated with Portuguese speaking countries in Africa, while China delivered online training on Information Network Cabling to nine countries in partnership with Guangdong Vcom Education Technology. Other Global Partners such as FESTO and Lincoln Electric have also supported WorldSkills Africa.

Long after the event ends on 2 April, efforts will continue to expand WorldSkills Africa as a gateway for more African countries to join the WorldSkills movement.

“Currently, we have nine Members in the continent, and we are aiming at recruiting at least a quarter of the African countries by 2025,” says Mr Lin. “We believe that with the support of the African Union and WorldSkills International it will be possible to reach such target.

“However, many countries are not aware of its existence. We need to build more advocacy platforms and engage more countries throughout ministerial summit meetings, which will be coming later this year,” said Mr Ouma.

Bid proposals for the third WorldSkills Africa Competition will be submitted during the Skills Development in Africa meeting that will run alongside WorldSkills Shanghai 2022 later this year.

Namibia set to take centre stage in Africa

Hosting the second WorldSkills Africa Competition is part of the government’s plan to deliver its national agenda on TVET with help from a range of international and local partners.

WorldSkills Africa Swakopmund 2022 kicks off on 28 March with ten countries plus Team Refugees from across the African continent competing in the Namibian coastal city of Swakopmund. A WorldSkills Member since 2011, Namibia was awarded the opportunity to host the event — the second regional competition in Africa — at the General Assembly 2019.

Namibia is one of Africa´s great success stories. Political stability and strong economic management have accelerated the progress of this sparsely populated country, helping to reduce poverty and raise it to an “upper-middle” income country by World Bank classifications.

Youth unemployment is, however, steadily rising, reaching 60% in 2018. To counter this issue, Namibia has made Technical and Vocational Education and Training (TVET) a strategic priority. The country is promoting youth participation in TVET, enhancing the capacity of local TVET practitioners, and helping transform the local economy.

“Our TVET system needs to always be fit-for-purpose ⎼ not only should it align with global developments, it should always keep track with the ever-evolving demands of the labour market,” said Dr Itah Kandjii-Murangi, Minister of Higher Education, Technology and Innovation, in a recently televised announcement.

Hosting the WorldSkills Africa Competition is part of the government’s plan to deliver its national agenda on TVET.

“WorldSkills Africa Swakopmund 2022 is an excellent channel through which we can strengthen our national TVET system in a way that it is able to produce competent graduates with the right mix of talent, creativity, skills and attitudes,” said the Minister.

“Skills competitions are a highly attractive tool to generate awareness of the importance of skills and improve the social image of TVET. It motivates and inspires youth to strive for excellence,” believes Sens Shoolongo, Manager WorldSkills Namibia, who is at the forefront of organizing the event.

“Staging WorldSkills Africa Swakopmund 2022 will aid our efforts to persuade parents, guardians and teachers, and young children that TVET careers are rewarding, gratifying, worthwhile, and meaningful. This will enable the country to have a number of youth, particularly those that have performed well academically, to start joining TVET, and to counter the disturbingly high levels of youth unemployment,” said Mr Shoolongo.

The team at WorldSkills Namibia has built on its experience in national skills competition in 2017 and 2019 to host the larger regional competition. Following the competition, they hope to be “well positioned to add value to the building of the WorldSkills Africa movement.”

International and industry support

Alongside support from the African Union and WorldSkills, WorldSkills Africa Swakopmund 2022 has benefitted from contributions from international organizations, as well as global and local industry partners.

The European Union and the German Federal Ministry of Economic Cooperation and Development, both long-standing partners of Namibia in the education and skills development sector, have contributed to the staging of the event.

At the local level, Bank Windhoek has invested in marketing and promotion activities. The Namibian Broadcasting Corporation (NBC) is supporting the development of programmes to support TVET careers advocacy, apprenticeships, training, marketing, and public relations.

WorldSkills International Global Partners Festo and Lincoln Electric have also reinforced their support for the WorldSkills Africa movement and skills development in the continent.

Festo South Africa will provide materials for Mechatronics. During the official signing ceremony, Mr Brett Wallace, Managing Director, Festo South Africa, expressed the corporation’s honour to be an important part of the Competition.

“As a world-leading automation and education company, it is a fundamental believe of ours that it is these initiatives that really drive socio-economic sustainability. It’s more than just a competition. By uniting education, industry and government, we close the loop between all primary stakeholders. This is the factor that drives productivity and employability,” said Mr Wallace.

Lincoln Electric has been working with WorldSkills Africa to improve the availability, access, and quality of welding courses across the continent.

“Welding in is one of the most important skills for Africa’s young generation. There is a massive skill gap. In countries like Angola or Nigeria you can’t find welders for the mining industry, and welders are being brought from Asian countries. The main issue we are facing is a lack of resources to increase and upgrade the offer in welding schools,” said Benoit Lamotte, Managing Director Middle East & Africa, Lincoln Electric.

For WorldSkills Africa Swakopmund 2022, Lincoln Electric will provide ten brand new welding machines, PPE equipment, as well as having a welding and an engineering technician from Johannesburg to give support on site.

Thanks to these contributions, WorldSkills Africa Swakopmund 2022 is shaping up to be a thriving platform for government, industry, institutions, and students to develop a shared vision of skills excellence in Africa.

COVID-19 PCR Testing at WSAS 2022

For those that require COVID-19 PCR testing for travelling purposes, an arrangement has been made for testing to be done at the convenience of delegates at the Dome (Medical Room, 2nd Floor) by a credible service provider, Namibia Institute of Pathology (NIP).

NIP is the sole service provider for WorldSkills Africa Swakopmund 2022 and the largest diagnostic pathology service provider in Namibia.

Testing will be done at a cost of N$ 750.00 (49.97 USD) per person (cash payment) payable on site

COVID-19 Advisory – Revised Entry Requirements

Dear WorldSkills Africa Swakopmund 2022 Delegate,

In terms of Namibia’s recently updated COVID-19 Regulations, persons travelling to Namibia can be granted access via any point of entry, in
terms of the following classifications. If any of the three are in place, access can be granted.

1. An individual can be granted access if they present a valid SARS-COV2 PCR negative test result not older than 72 hours (from date sample
taken) and such results were issued by a certified laboratory in the country of issue. Travelers must have a PanaBOIS (Trusted Travel) System
pass, which is generated, once COVID-19 test results are uploaded on the system; OR
2. An individual can be granted access if they present a valid de-isolation certificate, not older than three months from the date of discharge
from isolation. This de-isolation certificate must be issued by the official health authority in the country of departure; OR
3. An individual can be granted access if they present a valid vaccination certificate showing that such person is fully vaccinated against COVID-
19. It must be issued by a person or authority certified or authorized to administer COVID-19 vaccines and to issued vaccination certificates,
in any country.

Standard Bank backs WorldSkills Africa Swakopmund 2022

Standard Bank Namibia, has sponsored N$500 000 in monetrary and in-kind value to support the WorldSkills Africa Swakopmund 2022 event.

At the handover ceremony, Standard Bank’s head of branding and marketing, Magreth Mengo, said: “It is in our communities where dreams are sparked and skills of greatness are sown and nurtured.”

Standard Bank as a bronze level sponsor also selected the hairdressing skill area, which is aligned with the creative arts which they actively advocate for.

“I am of the opinion that companies must align their corporate social responsibilities with their corporate goals to have a meaningful impact on society,” said Mengo.

NamPower invests in TVET

On Monday, 14 March 2022, NamPower announced that it had sponsored two hundred and fifty thousand Namibian Dollars toward the staging of the WorldSkills Africa Swakopmund 2022 Skills Competition, scheduled to take place at Swakopmund, from Monday, 28 March to Saturday, 2 April 2022.

NamPower Chief Operating Officer, Fritz Jacobs said the benefits to Namibia for hosting WorldSkills Africa are far-reaching and promote economic growth to our economy and added to this the transformational impact on competitors’ lives.

Jacobs added that the future functioning and success of a country lie in TVET. Highlighting that the need for electricians, plumbers, mechanics, technicians, roads or building construction is what keeps the Infrastructure of a country running. The young people competing at this event are the leading experts of tomorrow, which makes it all the more important to allow them to succeed.

The Namibia Training Authority’s (NTA) Acting Chief Executive Officer, Muvatera Ndjoze-Siririka, said that he was delighted to announce NamPower, as a bronze sponsor of this event. NamPower’s value-in-kind and cash sponsorship totals N$250 000 (Two Hundred and Fifty Thousand) Namibia dollars and covers a broad spectrum of specialised training, simulation configuration and support towards the event.

The idea to celebrate Vocational Training Competitions can be rightfully compared to Pierre de Coubertin´s initiative to create the modern Olympic Games.

Ndjoze-Siririka added that in this unprecedented time of COVID-19, the support of NamPower makes it possible for Namibia to stage an event that will be one to be remembered. “Thank you for powering skills and powering the Nation. Namibia joined International WorldSkills in 2011 through NTA and Ministry of Higher Education. NamPower’s involvement also began in 2011 with provision for expertise in Electrical Installation at the WorldSkills Competition in 2011 held in the UK.

NamPower Trainees have since 2015 qualified to compete in the International Worldskills Competition. In 2015 a NamPower Trainee, Fanuel Matias represented Namibia and competed on a global level in Brazil and in 2017, Bruno Karaerua represented Namibia in Abu Dhabi.

This year Namibia hosts the African showpiece, which is staged for only the second time on our great continent. We certainly wait in great anticipation to see our young artisans win and represent our country and continent at the WorldSkills International Competition taking place in Shanghai, China in October of this year.
